Box 942849 Sacramento, CA 94249-0045 SUBJECT: AB 2938 (DeLeon): SCREENING OF WATER DIVERSIONS - SUPPORT Dear Assemblymember DeLeon: I SUPPORT your AB 2938 (DeLeon). As you know, the Bay Delta is a precious resource for the state. Not only does it help the California economy, but it vital to the prosperity of the agricultural industry in Central California and businesses in Southern California. The State has done a great job in regulating and monitoring water exporting on a 24-hour basis. However, no information is systematically collected for the estimated 1,800 agricultural diversions within the Delta. Nearly all of these diversion points are without screens to prevent the trapping of sensitive fish species. Collection of this information is key in order to better manage the Bay Delta’s struggling ecosystem. I believe that AB 2938 would help solve this problem. Under this bill, a baseline of water diversion information would be created. This information is typical of many other regions within the State. This bill would: - Devise monitoring and sampling programs for the pumping activities at these 1,800 diversion points - Would allow the California Department of Fish and game to collect the monitoring information and order fish screens or other diversion improvements where needed - Require individual diverters to measure and repot their diversion to the Water Resources Control Board. I believe that AB 2938 will bring all users of the Bay Delta water supplies to parity. It will help ensure the sustainability of the system and the continued reliability in water deliveries.
