SBACC Position: SUPPORT

SB 1391 would remove the characterization of “recycled water” as a waste and recast it as a drinking water supply subject to public health standards. This would be accomplished by removing restrictions to recharging groundwater basins with recycled water so long as the water meets all public health standards.

 

It will also direct the California Department of Public Health (DPH) to update regulations for recycled water recharge projects. It will confirm DPH is the state agency tasked with protecting drinking water supplies and ensuring water is safe for human consumption.
