Senator Alex Padilla State Capitol Room 4032 Sacramento, CA 95814 SUBJECT: SB 1391 (Padilla) WATER CONSERVATION POLICY - SUPPORT Dear Senator Padilla, I SUPPORT your SB 1391 (Padilla). As you may know, the California Water Plan has set a target of 1.4 million acre-feet of recycled water to be used by 2030. Currently, California is not on path to achieve this goal. The main reason for this is that recycled water is currently characterized and regulated as a waste. Both water suppliers and sanitation agencies have struggled to replenish groundwater basins with recycled water that meets public health standards. However, good projects are often subjected to inconsistent and sometimes excessively burdensome regulations at the regional level. If these regulations were updated, it could mean that recycled water could free up potable water supplies to meet nearly 30% of the water demand associated with projected California population growth. SB 1391 will help California achieve its recycled water target. If passed, it would remove the characterization of “recycled water” as a waste and recast it as a drinking water supply subject to public health standards. This would be accomplished by removing restrictions to recharging groundwater basins with recycled water so long as the water meets all public health standards. It will also direct the California Department of Public Health (DPH) to update regulations for recycled water recharge projects. It will confirm DPH is the state agency tasked with protecting drinking water supplies and ensuring water is safe for human consumption. As our population grows, we must act as better stewards for our limited resources. Recycled water is a valuable, renewable resource that we must not allow to “flow down the drain.”
