Carson
Chamber 55th Assembly District Candidates Forum
On December 11, 2007 voters in the 55th Assembly
District will elect someone to fill the Assembly
seat left vacant by the recent election of Laura
Richardson to Congress. Six individuals have filed
papers declaring their candidacy for this office.
The Carson Chamber of Commerce will provide an
opportunity for the business and residents of the
community to hear the candidates' positions on state
issues that may impact the local area.

SBACC Continues to Represent the Interests of South
Bay Businesses in the Fight to Reform California's
Workers' Compensation System
Plagued by
skyrocketing costs and widespread conflict,
California’s workers’ compensation was a system in
crisis. The harmful impacts on employers and workers
alike drove the need to reform California’s broken
system. Lawmakers responded by enacting a series of
reforms, culminating in the comprehensive reform
proposal championed by Governor Schwarzenegger in
2004.

Workers’ Compensation Legislation Back in 2006
In September 2005, Governor Arnold Schwarzenegger
finalized his action on the bills passed by the
California Legislature during the first year of the
2005-2006 legislative session. When measures where
first introduced at the beginning of the 2005
session, over four dozen workers’ compensation bills
were introduced.

continues to encourage a 10 digit overlay instead of an
11 digit overlay. If area code relief is required, the
SBACC recommends a ten digit rather than an eleven digit

Chambers of Commerce Prevails On 2005 Job Killers
Last month, the Governor gave the South Bay
Association of Chambers of Commerce (SBACC) a huge
victory for local businesses’ bottom lines. Seven
out of the eight “job killer” bills from the 2005
legislation were vetoed by Governor Schwarzenegger.
Months of vigorously advocating against these “job
killer” bills passed by California’s legislature
prevented a negative impact on local jobs in the
South Bay.

After eight months of OPPOSING SB 833 (Bowen)
SBACC is now SUPPORTING
SB 833
(Bowen) after it was amended on September 1,
2005.
SBACC
acknowledges that fax advertisements and junk
faxes are burdensome. On the other hand,
SBACC maintains the position that non-profit
organizations should be able to use faxes as an
avenue of communication to its membership.

Area Code!
The
proposed new law, AB 1380, will establish guidelines by
which carriers can determine their six-month inventory;
require carriers to assess their inventories and file
inventory reports to the California Public Utilities
Commission every six months; require carriers to return
excess phone numbers; and expand consumer protection by
making carriers more accountable for their number
inventories.

Supported Trade Act
Passes the United States Congress
On June
30, 2005, by a vote of 54-to-45, the U.S. Senate
voted to approve and implement the U.S.-Dominican
Republic/Central American Free Trade Agreement
(DR-CAFTA, S. 1307). The U.S. House Committee on
Ways and Means has also voted 25-16 in favor of the
DR-CAFTA (H.R. 3045), which sets the stage for
consideration on the U.S. House floor before the end
of July.
